Young Kim (Korean name: Kim Young-ok) was born in Incheon, South Korea, and spent her early years in Seoul before moving to Guam with her family in 1975. She later graduated from high school in Hawaii and earned a degree in business administration from the University of Southern California. Her political career began as a staffer for California State Assemblyman Ed Royce, where she worked for 21 years, focusing on U.S.-Korea relations and North Korean human rights issues.

In 2014, she was elected to the California State Assembly, serving until 2016. She ran for the U.S. House of Representatives in 2018 but narrowly lost. In 2020, she ran again and won the race in California’s 39th Congressional District. Following redistricting in 2022, she successfully ran for re-election in the 40th Congressional District and secured a third term in 2024 from the same district.

During her time in office, Congresswoman Kim has actively worked to strengthen the U.S.-Korea alliance as Chair of the House Foreign Affairs Subcommittee on the Indo-Pacific. She has also been involved in addressing North Korean human rights issues and supporting reunions for Korean American families separated by the Korean War. Notably, she introduced the reauthorization of the North Korean Human Rights Act, aiming to improve human rights conditions in North Korea, but the bill did not pass in the 2024 Congress.

"The U.S.-ROK alliance must not fall on deaf ears in the United States or in South Korea. Stability and true democratic governance in South Korea are critically important for the United States to maintain a peaceful, free and open Indo-Pacific. Both Congress and the current and incoming administrations must work to ensure our continued commitment to the U.S.-ROK alliance and a free and democratic South Korea."
